U.S. Virgin Islands Opens Registration for Cannabis Dispensary Licenses

After legalizing adult-use recreational cannabis in 2023, the U.S. Virgin Islands Office of Cannabis Regulation (OCR) has now officially opened the application portal for cannabis dispensary licenses.

Applicants considering opening a dispensary in St. Croix, St. John, or St. Thomas are encouraged to book a consultation with the territory's cannabis licensing attorneys to get started on the application as soon as possible.

License Availability:

• St. Croix: 7 licenses available
• St. John: 3 licenses available
• St. Thomas: 7 licenses available

Fee & Deadline

• A $10,000 application fee is required to complete your submission.
• The deadline has not been officially announced, but the OCR has indicated that the application period may close around September 30, 2025.
