
The New York State Office of Cannabis Management (OCM) issued an Order to Seal and padlocked 420 Glass, located in Watertown, New York, following an investigation into illegal cannabis sales and a reported adverse event involving a minor.
On Monday, February 23, 2026, OCM received a complaint through its online reporting system alleging that a 16-year-old girl was taken to the hospital after consuming cannabis flower purchased from the unlicensed store.
An OCM inspection team conducted an on-site inspection of the premises, during which investigators seized a variety of illicit cannabis products. The business was subsequently issued an Order to Seal and padlocked.
No arrest was made related to the alleged underage sale due to lack of information on the victim. OCM encourages parents and guardians to use of its online reporting tool to notify the Office of underage sales.
“OCM takes reports involving youth exposure to illicit cannabis very seriously,” said Daniel Haughney, Director of Enforcement and Investigations for the New York State Office of Cannabis Management. “When unlicensed operators sell untested products, they put public health and safety at risk. When they sell to underage youth, those risks are increased. Our investigators will continue to act swiftly on credible complaints to protect consumers and uphold the integrity of the legal market.”
