The New York State Office of Cannabis Management (OCM) took enforcement action against six illicit cannabis storefronts selling illegal cannabis products operating in Watertown, New York.
Following inspections conducted by OCM’s Enforcement Division, investigators seized a variety of illicit cannabis products, including cannabis flower, edibles and concentrates. The estimated retail value of the seized products is $288,000. Based on the large quantity of illicit products observed during inspections, three locations were issued Orders to Seal and padlocked, while three additional businesses were issued Notices of Violation requiring them to immediately stop sales and remove illicit products.
Orders to Seal were issued and the following businesses were padlocked:
- 420 Glass Company, 21182 Salmon Run Mall Loop W
- Sky High Tobacco & Convenience LLC, 1222 Arsenal St STE 31

The following businesses were issued Notices of Violation (NOV):
- Seaway Convenience, 22088 US Route 11
- Jo Convenience, 327 Factory St

Shutting down three illicit storefronts and issuing three NOV’s in one city reinforces OCM’s firm commitment to rooting out illegal operators and protecting both licensed businesses and New Yorkers.
“Taking decisive action agaisnt six illicit storefronts in one city is not a coincidence, it’s a signal,” said John Kagia, Acting Executive Director of the New York State Office of Cannabis Management. “If you are operating outside the law, we will find you, we will seize illicit product, and we will shut you down. Our licensed operators are playing by the rules, investing in their communities, and complying with strict public health standards. We will not allow the illicit market to undermine that work or put New Yorkers at risk.”
