
Michigan's Cannabis Regulatory Agency (CRA) this week issued a final order revoking the adult-use retailer license of Budbridge, doing business as Muha Meds Ypsilanti, and imposing a $251,250 fine for seven administrative rule violations.
The retailer, located in Ypsilanti, transferred hundreds of vape cartridges to two social media influencers on June 24 and July 7, 2025. Employees deliberately divided the orders into smaller transactions to bypass oversale warnings, then provided each recipient the entire order in a single transfer exceeding the legal limit.
The CRA said the June 24 order created and packaged for social media influencer Eva Lester included 400 2-gram vape carts. Lester did not pay any money for the vape carts, which an employee indicated were valued at $5,400. The July 7 order for social media influencer Porche Williams totaled 487 vape carts. Video surveillance showed one of employees walking all 487 vape carts out to a vehicle in the parking lot on the date in question. Williams never entered the store and did not pay for the vape carts, which were valued at $4,383.
Additional violations included failures to verify customer identification, properly tag and track marijuana inventory, secure product containers and report criminal activity to the CRA and local law enforcement.
“Deliberately bypassing purchase limits is a serious violation of the responsibilities that come with a marijuana license,” said CRA Executive Director Brian Hanna in a statement. “Licensed retailers must verify identification, accurately track their inventory, and follow the law every time they transfer product.”
The CRA issued a formal complaint on October 24, 2025. Following a contested case hearing on April 21, 2026, an administrative law judge (ALJ) with the Michigan Office of Administrative Hearings and Rules issued a proposal for decision on August 14, 2026.
After reviewing the record, Hanna signed the final order on October 1, 2026, adopting the ALJ’s findings and conclusions.
