Minnesota has been struggling with cannabis product delays due to bottlenecks at testing facilities. And that problem could temporarily get worse after Legend Technical Services, one of the state's few licensed cannabis and hemp testing labs, was forced to shut down.

According to the Star Tribune, Legend and its clients were alerted by the Minnesota Office of Cannabis Management (OCM) that the lab is "no longer authorized by the state to test products because of failing to address 'security and testing requirements.'"

Legend was previously serving Minnesota's medical cannabis market and the state licensed it in September 2025 for recreational cannabis testing. The OCM granted the company variances to it could help address the state's testing backlog but it said those variances expired this week.

OCM Spokesperson Josh Collins said Legend can have its license reinstated.

“Our commitment to public health and safety requires us to hold all license holders to the same standards, and there are steps that Legend must take to address the issues identified in the variances,” Collins told the publication in a statement. “These requirements are no different than what is required of all licensed testing facilities.”

With testing on hold at Legend, Minnesota now has only three fully licensed labs to handle testing for cannabis and hemp products.
